Fair Market Rent (FMR) is HUD's estimate of the gross rent (rent plus utilities, excluding electricity) for a standard-quality unit in a given ZIP. It's set at the 40th percentile of recent mover rents and updated every fiscal year.
FMR is the benchmark used to compute Section 8 voucher payments and many other federal housing programs — which is why it's considered the authoritative ZIP-level rent figure.
